Ok, how do you post an Avatar for your profile on this site? I cannot find any information or where to do it.

click on the "profile" link below the banner add at the top of the page then click "modify profile" and select "forum profile", this page should give you the option to upload an avatar.

Right. Well it must be a MOC membership perk, as the option is there when I follow the steps described.

Pretty sure it has to do with post count. I was able to upload an avatar before I was an MOC member.
