The goal is confiscation...but that can't be achieved until there is universal registration.....but that can't be achieved until they put universal background checks in place, and that will fail because there is no universal registration....so they will blame the failure of universal background checks on the lack of universal registration and then call for universal registration....which will lead to confiscation.
