If I recall correctly, what you heard was in SB 59 which was vetoed by the Gov. I believe SB 213 tries it again.
Someone else please back me up / correct me.
SB 59 has nothing to do w/purchase permits.
SAFR secured a letter from the AG's office a few years back saying they had to give out PPs during any normal business hours. Of course, the letter from the AGs office in and if itself isn't enforceable.
Here's a few courses of action the OP to consider:
1. Try to work with Westland PD and be prepared to sue them if they don't voluntarily change.
2. Visit the Wayne or Livonia PD instead. Under Public Act 377 of 2012, any police agency has to give you a PP, if you qualify under the law -- whether or not you live there. I'd call in advance of showing up and make sure the person issuing the permit understands/is aware of the change under PA 377 of 2012.
