My guess is they allocated $X for this and approximated how many magazines they could buy for that, then used the number to give the bidder an approximate size of the job. Whoever can supply the most magazines for that dollar amount will get the contract. If you are a qualified bidder, you can apply to see that actual RFQ (request for quote).
