A carry win over Erie PA

PA has preemption and 'The Commonwealth Court' agrees.  :D

"It's been a battle for the past 9 months, that all stemmed from an open carry rally, back in April of 2013."

This should have been a done deal from Day 1!  Although this seems a 2A win over state preemption?  Odd.

I know.  My question is why a 2A win over a simple PA state law preemption win?
