I think it's time to pull out the rules of engagement for tasers for that officer. It's likely he violated those rules.

i know texas open carry is planning a rally on the 6th. good for them! seems they are much like us. except only aimed a LGOC since texas is anti pistol OC

There is an exception for LGOC in places that do not allow handgun OC, and especially if it is part of an awareness movement to get handgun OC.  MOC and OCDO both have this exception.
