I would say yes as they seem to be funded by taxpayers

Thing i worry about, is its only 94 percent, usually the goverment pays 100 percent of its programs. also, they could be funding a private organization, making it private property. I cant really find anything official to state either way.

They probably get 6% from private donations, I see nothing on the web site saying it is a private library and the name being Kalamazoo Public Library makes me think it is in fact a public library.

If I were closer I would go check it out by OCing there.
