Ray took his dog Nelson to Fisher Elementary School.
"I saw kids in the playground so, kids love my dog, I let him off his leash and vest," says Ray.
According to Ray, Nelson was not bothering but he did notice a dog along the fence line which was along a couple walking the track.
"He ran towards this couple. I told them - I yelled, 'He's fine! He's fine!'" Ray says.
"As he ran, he's building up speed. He's coming full speed at the couple. ... All we heard was, you know, a "pop," says witness Daniel Sharpe.
"I thought it was just fireworks," says witness Henry Edwards.
But rather, it was a firearm belonging to the man who was walking the track - and it was fired.
Nelson took a bullet. He was shot in the shoulder.
"If they would have say, 'Hey, secure your dog on a leash. We're walking around the track,' I would have definitely put the leash back on," Ray says. He thought the people at the playground were comfortable with his dog being off the leash because he had been playing with him off leash for more than a few minutes.
"To the gentleman's credit, he did call the police right after he fired his shot," Ray says.
"The police came. They actually gave a citation to the guy with the dog," says Edwards.
That may have some hound lovers heated, but that was a lesson Ray learned the hard way because a sign at the park says no pets are allowed in the first place.
Nelson has had surgery and may be coming home as early as Wednesday.
