After Dan and I picked up on that, the thought did occur to me that he probably meant that legally armed customers had not caused any trouble, and either didn't make it clear that's what he meant, or reporters misquoted him.

So, if we leave our guns at home, how does Panera propose to protect us from their store managers?

There’s no obvious date on the story, but an apparently related one from August, 2013 said a Panera Bread store manager and her boyfriend were charged.
Then there was a Panera Bread armed robbery in 2012.
How corporate intends to protect its customers from these types of incidents, particularly the ones involving its own management employees, remains unstated.

I don't think we can call their actions bullying anymore than our own actions when we blackball a gun shop for banning OC.
