Another man dead because he was unarmed.  Does CC (or no carry) make one appear a soft target?

'Please Don't Shoot Me': Dog Walker Begs for Life Before Deadly Shooting

The three boys were prowling the streets for a victim, cops said.

They considered another, younger man but settled on Stuhlman, because he seemed like an easier target with his little dog.

The married father struggled briefly with the boys before Tyfine allegedly opened fire. They ran as Stuhlman crumpled.

Cops found the man still clutching the dog leash and a flashlight, NBC 10 reported. His faithful pet lay trembling next to his lifeless body.

Most heart tugging part:

Stuhlman took his nightly walks with the family dog, often with his daughter, authorities said. Police found him unresponsive at the scene, the dog leash still in his hand, said Philadelphia Police Lt. John Walker.
"The dog was lying next to him -- appeared to be scared and in shock," Walker said. "In his other hand he had a flashlight."

So sad :(
