Well, if you don't like it, press assault charges against those who assaulted you with deadly weapons despite dispatch believing it was a false alarm. How much do you want to bet Moriarty's bill has criminal punishment for the callers who are rarely identified and does nothing to stop cops from coming in 'guns a'blazin'?

EDIT: Yep, it's an anti false reporting bill, not at all aimed at deadly LEO responses to false alarms.
I especially like the statement that callers will be liable for police expenses, but nothing about making anybody liable for damage the police do to the victims.

The bill (A3877) would upgrade the level of crime whenever a false report "involves a false report or warning of an impending bombing, hostage situation, or person armed with a firearm or other deadly weapon capable of producing death or serious bodily injury," according to the text of the bill.

Swatters could receive five to 10 year prison terms and a fine of up to $150,000 and would be liable for the costs incurred by police and first responders sent to the scene of a hoax call.

Anti Gun Activist Spends 2-1/2 Months In Jail For Fake Swatting Call

[The SWATer] spent the last 2-1/2 months in jail awaiting his court date, which happened yesterday.  The defendant was found not guilty because the Court felt that the police did not prove beyond a reasonable doubt that he was the one that made the swatting call, even though he had stated his name on the 9-1-1 recording and had made the call using his girlfriend’s cell phone.

So the prosecution didn't want to pay for voice print analysis?

Oh, well, civil suits are preponderance (51%) of evidence. If sued for the attempted murder, he can't just 'leave the plaintiff to his proof' if the plaintiff has any evidence at all.
