Not only that, but even though OC will still require a license, an amendment to the bill that was passed prohibits LEOs from stopping an OCer just to check and make sure he's legal.

So, peaceful open carrying a firearm will have the same protections as peaceful open driving a motor vehicle?

Yeah, we're finally moving towards OC here in Texas.  But time is slipping away and the Legislature will probably combine the Campus Carry bill with the Open Carry bill, to assist in moving towards the governor's desk.   We're still waiting, and if it doesn't happen this year I'm moving back to Michigan.  23 years here of having my right to carry suppressed.

Final passage of OC in Texas!

It should go to the governor soon, but because there is a minor wording difference in the SB the House may need to concur with the Senate bill first to send it to the Governor.  This should be a simple procedure with no scheduling games, and no amendments.

The House voted NOT to accept the Senate passed version, so it went to conference committee.

The committee settled the minor variation in the wording of the 4A recognizing amendment by making a major variation, stripping out the amendment entirely. It is said that the committee can't do that, it can keep one version or come up with a compromise wording between the two, but it can't make change the bill to something outside of what the two houses already passed.

OPEN CARRY IN TEXAS VIRTUALLY ASSURED!  PASSED BY HOUSE AND SENATE.  HEADING TO GOVERNOR'S DESK TO SIGN. 

Governor Greg Abbott tweeted:  “Open carry just passed in both the Texas House & Senate.  Next destination: My Pen.”

Once signed will go into effect January 1, 2016.

It's too bad the "poison pen" amendment didn't make it, but in any normal circumstance where a license is required I wouldn't expect it to survive.  It's just sad that it didn't because it was passed by both houses!  The (R)'s should have stuck it to the (D)'s.  They proposed it.

Too many of the RINOs are copsuckers.

When the police unions came out in force against the amendment, all the 'law and order conservatives' went scurrying for FOP penises like calves to udders.

Sounds like it's widespread belief that the 4A trumps the law, and Terry Stop rules are in effect, meaning they can't stop us without Reasonable Articulable Suspicion no matter what the law says.
Anybody interested in putting that to the test in the 6th Federal Circuit? Full video from start to finish is probably necessary, get the cop on the record early as saying he doesn't have RAS so the perjuring POS doesn't make one up later (when driving past the subject and his wife who were walking a poodle on the sidewalk, I detected a strong odor of marijuana...).
