Preemption, like Amendment II?

Seriously, I don't think SCOTUS would take too kindly to individual cities deciding what groups of people are exempt from the protections of the Bill of Rights.

Who can afford to take it to SCOTUS?

As we saw in Grand Rapids, it's expensive, and the city was able to out spend the defendant.
