Not enough permit holders in Illinois yet.

Does anybody know if a library is a PFZ in IL?

Libraries are criminal empowerment zones in Illinois.  All firearms, including licensed concealed carry, are prohibited in any building, real property, or parking area under the control of a public library.

Looks like vehicles in parking lots are OK if you have CPL. But still, the general idea remains, that the purpose of CPL in Illinois is to make carrying as impractical as possible while not getting slapped with contempt of court, just like CPL in DC:

The new law specifies 23 areas where carrying firearms will be prohibited, even for those who obtain a concealed carry license. Public libraries are one of those prohibited areas, as are schools, hospitals, and other specific places.

Section 65. Prohibited areas.
(a) A licensee under this Act shall not knowingly carry a firearm on or into:
(18) Any building, real property, or parking area under the control of a public library.

Carrying a firearm on library property is prohibited by state law. Libraries are required to post signs at the main entrance, the parking entrance, and the sidewalk entrance to notify the public. The approved sign from the State Police is an image of a handgun with a red circle and slash through it (see image on right).

Parking Lot exception

A person with a concealed carry license may store their firearm (a) in a case within a locked vehicle or (b) in a locked container out of plain view within the vehicle in the parking lot.
