Hello, my friend had recently purchased the EVO Scorpion pistol. Can He put a folding stock on it and it still be a pistol?

Adding a butt stock means it is now meant to be fired from the shoulder, so you've created an SBR (short barreled rifle). You'll need a $200 NFA tax stamp first. Unless it's one of those arm braces that look similar to a butt stock.
