I open carried at the Grand Haven Walmart today. No CPL, but I have a permission slip. No issues.

That's exactly right. The law says you just need permission, but I got it in writing to be safer.

I do not understand why anyone would go to such an extent to ask for written permission from the manager to carry in the store.

That is because you do not fully understand MI law. Read 750.234d again and pay special attention to the exceptions to the firearm free zones.
I expect you will then understand why a person without a CPL would need permission.

This is really good know! I had no idea about this, that's why I'm still in the "studying" phase of OC'ing.
