In order of importance: SA and a BUG or other secondary weapon.

I used to jog after work (between 1:00 and 4:00 in the morning) while OC, and I always tried to stay aware of anyone in my vicinity, and I usually had a fixed blade knife on my backpack/camelback strap, and that was in the relatively low crime city of South Haven or the village of Lawrence. This sounds like someone who may have confused his firearm for a talisman of safety, and forgotten to stay vigilant.
