Title: When is it OK to re-engage an armed robber?

If this guy was not a LEO, would he have been OK to re-approach and execute the perp after he dropped his wallet and stepped away from the (still armed) perp?

Interesting usage of a bystander for temporary cover.
Situational awareness was at zero standing there waiting for the ATM.

IMHO, yes, he'd be ok.

The person was still present, still armed, still a danger to the victim and others.

I think the defender, though fought off guard, made up for it by creating a distraction.

Yes, the armed man still in danger I agree with you dear :) it makes sense. :)
